The increasingly strict mandates of the No Child Left Behind (NCLB) Act affect every public school district across the country, regardless of size. Most public schools and LEAs responding to the demands of meeting Adequate Yearly Progress (AYP) find themselves needing to analyze, interpret and use data to drive their decision-making. However, the expertise and capacity required to do so is beyond the ability of many small to midsize districts, who cannot afford research and evaluation staff, and do not possess such expertise themselves.

And yet, these districts need to make AYP.

Having been involved in the evaluation of instruction for over thirty years, and having gained a reputation for delivering quality services in many areas related to the improvement of instruction and student achievement, Catapult Learning is uniquely able to assist schools to meet the challenges of AYP and School Improvement. Catapult Learning has developed a school evaluation service that is structured for success and flexible enough to allow us to match process and services to the particular needs of each school. Whether a school is in need of full AYP services that will provide a complete AYP blueprint and full guidance every step of the way, or only needs help in understanding their data and getting off the ground with a plan, Catapult Learning can help.

There are four variations of research and evaluation services, which offer help on a sliding scale of intensity. These services can be customized for schools as needed. They are described below.

Adequate Yearly Progress (AYP) Plan
This high intensity service takes place over an entire school year. This plan identifies and provides a detailed analysis of the specific group of students who need to improve in order to get the school over the benchmark. Intervention recommendations relate directly to these students. The school has full access to the evaluation specialist throughout the entire process, for consultation and assistance with the resolution of implementation questions or concerns as they arise. The year concludes with the creation of a Summary Book ,documenting and describing the full year of AYP activities, including an analysis of the results of targeted interventions and other qualitative and quantitative evaluation results; surveys, classroom observations and walk-throughs, professional development, evaluation of school change. Should the school not accomplish its proficiency benchmarks, this binder will be useful in demonstrating to the district and state the hard work and effort displayed therein.

School Improvement Plan (SIP)
School Improvement Plan is identical to the entire AYP Strategies service described above with the exception of the goals. The primary goals of this service are not relevant to the achievement of AYP, but rather the overall improvement of educational quality, as defined and specified by a designated school leadership team.

Initial AYP and Initial School Improvement Plan Services
This service provides all of the AYP and School Improvement Plan services up to and including a Recommendation Report. This service is geared toward schools that are only interested in having the analysis and recommendation and want to create their own solutions without the involvement of Catapult Learning.

Our Consultant Team

There are two types of consultants who bring this service to the schools. The Evaluation Consultant is the leader of the Catapult Learning team. This specialist provides the specific evaluation of quantitative and qualitative data and leads monthly meetings of school leadership groups.

The Education Consultant is an education expert who attends all meetings and provides direct assistance in obtaining qualitative data and in planning AYP or SIP strategies. For public and Charter schools, this person may be a curricular or leadership specialist.

Both consultants will be available to the school and/or diocesan leadership group during the entire Rx process.
